# How to automate timesheet processing for payroll

Timesheets arrive as spreadsheets, PDFs, photos and scans, and payroll has a deadline that does not move. This is the order to automate it in, and the checks that stop a wrong payslip.

## The short answer

Automating timesheets is not mainly a reading problem. Modern document models read a typed or scanned timesheet well. What makes the result safe to pay from is everything after the read, the rules for each worker and site, the match against what payroll already holds, and a clear route to a person for anything unclear.

So build it in that order. Capture every sheet in one place, extract the same fields from all of them, check each line against written rules, reconcile against payroll records, and send only the exceptions to people. Then prove every change against past weeks before it touches a live run.

I built this for a staffing business with a weekly payroll run, and the result is further down the page. The UK rules quoted here come from GOV.UK and were checked on 12 October 2026. They are general information, not legal advice.

### 1. Capture every timesheet in one place

Much of the lost time is not in reading. It is in finding the sheet, in whichever inbox, shared folder or chat it arrived. Give timesheets one address and file each one against the week and the client the moment it arrives, with the original kept untouched.

Keep the original for a reason. In the UK an employer must keep payroll records for three years from the end of the tax year they relate to, and the records that show the minimum wage was paid for at least six years. The sheet a worker actually submitted is part of the evidence behind both.

### 2. Extract the same fields from every format

Decide the fields payroll needs, usually the worker, the client or site, each date, the hours by type and who approved the sheet. Extract exactly those from every sheet, whatever it looks like, and record how confident the read was for each one.

Give unreadable documents a second pass with a different reader before asking a person. A photo taken at an angle that defeats one approach is often clean for another. Whatever still cannot be read goes to a person with the image beside the form, not into a guess.

### 3. Check each line against written rules

This is where pay goes right or wrong. Which rate applies to this worker on this site. Whether the hours fit the shift pattern. Whether overtime, nights or a bank holiday change the rate. Whether the sheet was approved by someone allowed to approve it. Each rule should be written as a check that either passes or fails with a reason.

Some rules depend on history. Under the UK rules for agency workers, a temporary worker gains the right to equal pay with a comparable permanent employee after 12 weeks in the same job, and breaks of six weeks or less pause the count without resetting it. A checker has to know how many qualifying weeks a worker has, which no single timesheet can tell it.

### 4. Reconcile against what payroll already holds

Before anything is paid, match the checked lines against the bookings and the payroll records. Reconciliation catches what rules cannot, the sheet submitted twice, the shift with no booking behind it, the worker already paid for the same dates.

A line should be neither paid twice nor missed. Anything that does not match waits for a person, and everything that does match moves on without one.

### 5. Send people the exceptions, with the reason

The payroll team's time should go to the unclear sheet and the disputed rate. Give them a short queue where every item shows the document, what was read, which check failed and why. A person resolves it, and the decision is recorded so the same question gets the same answer next time.

### 6. Replay past weeks before every change

Rates change, clients add rules and models are updated. Each change is a chance to mis-pay people. Keep real past weeks with their known correct results, run every new version against them, and compare line by line before it goes live.

In the system behind this page, that replay caught a difference in how a priority rule was applied before it reached a live payroll run. Without it the first sign would have been a wrong payslip.

## What to keep for an audit

Keep the original document, the extracted values, every check with its result, any human decision with who made it, and what was sent to payroll. Then any payslip can be traced back to the sheet it came from without a search.

This is not only good practice. GOV.UK says HMRC officers can carry out checks at any time and ask to see payment records, and that an employer who does not keep full payroll records can be charged a penalty of up to £3,000.

## When not to automate

If you process only a few dozen timesheets a week, a shared form that workers fill in directly will beat any document reading. Change the input before you automate the reading of it.

If the rules are not written down and differ by who is asked, automation will copy the disagreement at speed. Spend the first week writing the rules with the person who knows them best. That document is useful even if you never build anything.

## What each step protects against

| Step | What it does | What it prevents |
|---|---|---|
| Capture | One address, original kept | Lost sheets and missing evidence |
| Extract | Same fields from every format | Re-keying and transcription slips |
| Check | Written rules, pass or fail with a reason | Wrong rate, unapproved hours |
| Reconcile | Match to bookings and payroll records | Paying twice or not at all |
| Exceptions | A short queue for people | Guesses on unclear sheets |
| Replay | Past weeks run through every change | A rule change that quietly mis-pays |

## Where to start

Start with one client or one site, the one with the most sheets and the clearest rules. Run the pipeline beside the team for a few weekly runs and compare its output with theirs before it feeds payroll.

Add the awkward formats and the unusual rules only after the common case runs clean. The team sees the routine work leave first, which is what earns the trust to hand over more.[

## Common questions

### Can timesheet processing be fully automated?

The routine majority can. Sheets that are readable, match a booking and pass every rule can go to payroll without a person. Unclear documents, disputed rates and anything that fails a check should go to a person with the reason. The aim is to take the routine keying away and make the exceptions quick to resolve.

### How long must UK employers keep timesheet and payroll records?

GOV.UK says payroll records must be kept for three years from the end of the tax year they relate to, and records proving the minimum wage was paid for at least six years. Keep the original timesheets with them, since they are part of the evidence for the hours paid. This is general information, not legal advice.

### How do you handle handwritten or photographed timesheets?

Read them with a document model, record the confidence of each field, and give poor results a second pass with a different reader. What still cannot be read goes to a person with the image shown beside the fields to fill in. Never let an uncertain read reach payroll as if it were certain.

### What rules should an automated timesheet check apply?

The rate for that worker and site, the shift pattern, overtime and holiday rules, who is allowed to approve, and rules that depend on history such as the 12 week qualifying period for equal pay for agency workers. Each rule should pass or fail with a stated reason.

### How do you stop an automation change causing a payroll error?

Keep real past weeks with their correct results and run every new version against them before it goes live, comparing the output line by line. A change that alters any past result is investigated before release.
